Mission, Purposes & Bylaws
Mission
- To support and speak on behalf of children and youth in the schools, in the community, and before governmental bodies and other organizations that make decisions affecting children;
- To assist parents in developing the skills they need to raise and protect their children;
- To encourage parent and public involvement in the public schools of this nation.
Purposes
- To promote the welfare of the children and youth in home, school, community, and place of worship.
- To raise the standards of home life.
- To secure adequate laws for the care and protection of children and youth.
- To bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of children and youth.
- To develop between educators and the general public such united efforts as will secure for all children and youth the highest advantages in physical, mental, social, and spiritual education.
Bylaws (Referred to as “Standing Rules” in PTSA terminology)
- The name of this local unit shall be Rose Hill Elementary PTSA, local unit 2.8.50. This unit serves the children of Rose Hill Elementary School.
- Rose Hill Elementary PTSA is a charitable non-profit corporation with a tax-exempt status.
- Section 501(C) (3), as of September 19, 2003.
- Rose Hill Elementary PTSA was incorporated on May 22nd 1978.
- Rose Hill Elementary PTSA is registered under the State Charitable Division. The registration number is ROH-189-310.
- This unit shall make available a copy of each of its legal documents.
- The current Treasurer is responsible for filing the IRS form 990.
- This PTSA shall conduct an audit of its books and records in January of each year in addition to the required audit at the close of the fiscal year.
- A financial report will be presented at each regular Board of Directors' Meetings and at each General Membership Meeting.
- This PTSA shall approve its annual operating budget by the June General Membership Meeting.
- Only elected officers may sign checks and contracts for this PTSA, and there must be two signatures on all checks and contracts.
- The membership service fees for this unit shall be $10.00 for an individual and $18.00 for a couple: decided annually by the Executive Committee.
- All students of Rose Hill Elementary School shall be considered honorary members of this unit without voice, vote, or privilege of holding office.
- Sustaining members are without voice or vote.
- The Nominating Committee shall be elected in accordance with the Washington State PTA by-laws at a General Membership Meeting.
- The officers of this unit shall be elected by April 30 for the term of one year. The elected officers shall be President, Vice President, Secretary, and Treasurer. The officers shall assume office on July 1 and shall constitute the Executive Committee.
- Any elected position, other that Treasurer, may be held by more that one person. Each elected officer shall be entitled to voice and vote at Board of Directors' Meetings.
- All Board of Directors, Committee Chairpersons, as well as the Executive Committee, must be members of the Rose Hill Elementary PTSA unit 2.8.50.
- The Board of Directors shall consist of the elected officers, the Principal, the Teachers' Representative(s), and the Chairpersons of the following Committees:

- Board of Directors' Meetings shall meet at the request of the President(s), throughout the term of office.
- General Membership Meetings of this unit shall be the third Thursday of September, October, January, March, April and May at 7:00pm, unless otherwise decided.
- Chairpersons of all committees are required to provide a written report to the Executive Committee no later that the last meeting of the year.
- One or more Golden Acorn Awards may be given each year to an outstanding volunteer(s). One or more Edith Binder Awards may be given each year to an outstanding teacher(s). A committee appointed by the President(s) shall select the recipient(s). The Executive Committee shall determine the number of recipients.
- The Voting Delegate to the Lake Washington PTSA Council shall be the President(s) or any designated member of the Executive Committee or Board of Directors.
- Voting delegates to the annual Washington State PTA Convention shall be selected from the following: Incoming President(s), Incoming Vice President(s), Incoming Secretary(s), and Incoming Treasurer. The Board of Directors shall determine who shall represent the unit as visiting delegates.
- Voting delegate to the Washington State PTA Legislative Assembly shall be the Legislative Chairperson or other appointee.
- The vote for this unit for the Region Director shall be by action of the Board of Directors.
- The quorum for the General Membership Meetings shall be a minimum of 10 members.
- These standing rules shall be adopted annually by the majority vote at a General Membership Meeting.
- The standing rules may be amended at any regular General Membership Meeting by a majority vote, or if previous notice is not given, then the adoption of change requires a 2/3 vote.
- Parliamentary authority shall be Roberts' Rules of Order Newly Revised.
