General rules Kick off: The kickoff shall be made from approximately the yard line of the team doing the kicking. If the ball goes out of bounds between the goal line, the receiving team will get it at the out of bounds point. Forward Pass: All players are eligible for forward passes. If one team has more players than their opponent, the center is not eligible for a forward pass to equalize the play. A fumbled forward pass is considered incomplete. Fumbles: All fumbles in flag football are dead at the point where the ball first touches the ground. The ball belongs to the team that last touched it. A center snap that touches the ground is not considered a fumble. Blocking: Blocking is done without the use of hands or extended arm. Both feet must remain on the ground. (a) Use of Hands: offensive players may not use their hands at all, while the defense may use their hands for pushing he shoulders and body of the offense. Tackling: Each player shall wear flags, one on each hip, outside of the shirt. A player is tackled when one of the flags is thrown to the ground. Flags must drop immediately and not thrown by a defender. A Tackler must play the flag. Not the player!!! Ball Carrier: No offensive player may hand check a defender trying to grab at a flag. Once in possession of the ball, you may not touch your flag. Stiff-arming is not allowed. The ball carrier can not run over or through a defender. The ball carrier can avoid a tackle by spinning. Punting: If a punt is announced, there is no rush at the kicker. Players on both sides must stay on-side until the ball is kicked and passes he line of scrimmage. Scoring: All touchdowns will score 7 points. No extra point will be made. Any game ending in a tie will be made. Any game ending in a tie will be counted as a tie. Huddles: The offensive team must huddle before each play and all player must be in the huddle. The ball must be put into play within 20 seconds. Penalties: All penalties are 5 yards, plus the down. First Down: A first down is made with 3 complete passes or a girl catching a forward pass. TERMS TO KNOW: Down: One of four tries to advance the ball. Off sides: When either player crosses the line of scrimmage and makes contact before the ball is snapped. Interception: When the defensive team catches the pass instead of the offensive team. Line of Scrimmage: Imaginary line where play starts. Illegal Pass: When the passer crosses the line of scrimmage and throws a forward pass. Clipping: Blocking a player from behind. Series: A set of 4 downs. Punt: Holding the ball and kicking it. Place Kick: A ball kicked off a tee or held by a team mate. Rose Hill Rules: 1. Red team kicks off to start the game. 2. Two completed passes from the line of scrimmage for a first down or one completed pass to a girl. 3. One play every series, a girl must be the primary carrier or playmaker. 4. The quarterback must say "Set", then all players must freeze before hiking the ball.
